CHIPS and Science Act

My experience of government in the three countries where I have lived (United Kingdom, United States, and France) has been that governments are not very good at doing things beyond receiving money (taxing) and distributing money (Social Security, unemployment, etc). However, recently the US government seems to have got ineffective at even spending money.
